Capitol View August 4

FROM THE VICTORY STUDIOS IN DOWNTOWN LITTLE ROCK, THIS IS CAPITOL VIEW. GOOD SUNDAY MORNING AND WELCOME INTO CAPITOL VIEW. I’M MALLORY BROOKS. THE 2020 ELECTIONS ARE HEATING UP AS TOM COTTON AND DEMOCRAT JOSH MAHONY BOTH JUST OFFICIALLY KICKED OFF THEIR CAMPAIGNS FOR THE DISTRICT 3 SEAT. LAST WEEK WE SPOKE WITH SENATOR COTTON ABOUT HIS CAMPAIGN AND SEVERAL ISSUES. TODAY HIS OPPONENT, JOSH MAHONY, JOINS US IN THE STUDIO. THANK YOU FOE JOINING US. THANK YOU FOR HAVING ME, MALLORY. FIRST, TELL US ABOUT YOURSELF AND WHY YOU WANT TO BE A SENATOR. I GREW UP IN EL DORADO, ARKANSAS. I GREW UP IN THE NATURALURCE IN. I OWNED A BUSINESS AS PART OFTI. I KNOW WHAT IT’S LIKE HAVING AS. AND ON TOP OF THAT, I SPENT A LOT OF TIME DOING NONPROFIT WORK, MAKING SURE PEOPLE HAD ACCESS TO SKILLS AND EDUCATION THAT WAS GOING TO GIVE THEM A GOOD JOB. I DID A LOT OF THIS STUFF ON THE PRIVATE SIDE AND I KNOW POLICY MATTERS AND I WANT TO GET IN AND MAKE SURE WE’RE ADDRESSING THOSE CONCERNS FOR THE PEOPLE OF ARKANSAS FROM A POLICY STANDPOINT, TOO. OKAY. LET’S TALK ABOUT SOME OF THOSE POLICIES. START WITH HEALTHCARE, SOMETHING THAT’S BEEN IMPORTANT TO YOU, YOU SAY. ABSOLUTELY. YOU KNOW, SENATOR COTTON VOTED THREE TIMES TO REPEAL THE AFFORDABLE CARE ACT, AND IN ARKANSAS, WE’VE GOT 1.2 MILLION PEOPLE ARE PREEXISTING CONDITIONS. SO WE NEED TO MAKE SURE THAT, YOU KNOW, THAT’S OVER A THIRD OF THE POPULATION OF OUR STATE. HAVE THOSE PROTECTIONS IN PLACE. BUT BEYOND THAT, I ALSO WANT TOA PUBLIC OPTION EXTENDED THROUGH MEDICARE. YOU KNOW, WHEN I WAS AT THE ARKANSAS SINGLE PARENT SCHOLARSHIP FUND, WE HEAR STORIES ALL THE TIME ABOUT A MOM WORKING TWO OR THREE PART-TIME JOBS. SHE MADE TOO MUCH MONEY FOR ANY KIND OF AID, BUT SHE DIDN’T MAKE ENOUGH MONEY TO AFFORD PRIVATE INSURANCE. SO SHE WOULD HAVE TO CHOOSE BETWEEN FEEDING HER KIDS AND PAYING FOR HER PRESCRIPTIONS, AND EVERY TIME SHE’S GOING TO FEED HER KIDS. SO COMMUNITIES WOULD HAVE TO FUR HER TO GET THAT MEDICATION, BECAUSE SHE’S NOT GOING TO BE ABLE TO GO BACK TO WORK UNTIL SHE’S WELL. AND I DON’T WANT THAT TO HAPPEN TO ANYBODY IN ARKANSAS OR ANYBODY IN THIS COUNTRY IN 2020 ON. LET’S TALK ABOUT THE CAMPAIGN. SENATOR COTTON RAISING $1 MILLION THIS QUARTER ENDS ON JUNE 30TH. YOU RAISED $110,000 AT THAT TIME. IS IT ABOUT MONEY? YOU KNOW, MONEY HELPS, ABSOLUTELY, BUT MONEY DOESN’T VOTE. YOU KNOW, WE WERE OUT VISITING WITH PEOPLE AROUND THE STATE, ANYTHING ABOUT HOW WE CAN BETTER SERVE THEM. NOW WE KICK OUR CAMPAIGN OFF AND WE’RE GETTING MUCH MORE ENGAGED IN FUNDRAISING. WE’RE DEFINITELY GOING TO HAVE THE FUNDS TO PUT ON A VERY WELL-FUNDED, CONFIDENT CAMPAIGN THAT WILL BE A CHALLENGE AND SPEAK FOR THE PEOPLE OF ARKANSAS AND THE ISSUES THAT FACE THEM TO. ONE OF THE SLOGANS WE’VEL FRM YOU SEVERAL TIMES IS PUTTING THE STATE AND ITS CITIZENS FIRST. HOW WOULD YOU PLAN TO DO THAT IF ELECTED? WELL, YOU KNOW, THIS IS A BIG REASON I’M IN THE RACE, TOO. I APPRECIATE SENATOR COTTON FOR HIS MILITARY SERVICE, BUT SINCE HE’S BEEN ELECTED, I FEEL LIKE HE’S BEEN IN DC WORKING FOR HIS CORPORATE DONORS LIKE GOLDMAN SACHS AND THE KOCHS INSTEAD OF WORKING FOR THE PEOPLE OF ARKANSAS. SO I WANT TO MAKE SURE THE PEOPLE OF ARKANSAS HAVE AN OPPORTUNITY FOR A CAREER WHERE THEY LIVE IN THE COMMUNITIES THEY GREW UP IN AND SEE A FUTURE FOR THEM THERE. THAT MEANS MAKING SURE PEOPLE HAVE ACCESS TO TRADES, APPRENTICESHIPS. YOU KNOW, LET’S INCORPORATE THOSE IN HIGH SCHOOLS AND PARTNER WITH OUR BUSINESSES AND MAKE SURE THERE’S CONCURRENT COLLEGE CREDIT SO WHEN SOMEONE GRADUATES THEY’VE GOT A TRADE THAT WILL PAY FOR THEMSELVES AND THEIR FAMILIES AND THEY’VE GOT COLLEGE CREDIT IF THEY GO ON SOMEWHERE ELSE. WE’VE TAKEN CARE OF THIS AND MADE SURE OUR COMMUNITIES HAD A COMMON ECONOMY, TOO. LET’S TALK ABOUT THE CRISIS ON THE BORDER. UH-HUH. EVERYONE IS TALKING ABOUT IT AND WILL CONTINUE TALKING ABOUT IT LEADING UP TOE THE 2020 ELECTION. IT IS A COMPLICATED ISSUE. HARD TO SAY WHAT IS THE SOLUTION IS, BUT WHAT IS A SOLUTION AT THIS POINT? WHAT COULD BE DONE? WELL, YOU KA COMPLICATED ISSUE WITH A LOT OF DIFFERENT FACETS TO IT. WE’VE GOT PEOPLE FLEEING THEY’RG TO GET AWAY FROM VIOLENCE AND POVERTY AND DISEASE AND THINGS LIKE THAT. AND I THINK IN THOSE SITUATIONS, WE NEED TO MAKE SURE THAT WE HAVE THE RESOURCES TO PROCESS ASYLUM CLAIMS QUICKER SO THAT PEOPLE THAT ARE ELIGIBLE FOR ASYLUM CAN COME IN, BUT THE PEOPLE THAT AREN’T, WE NEED TO TREAT THEM WITH DIGNITY AND HELP THEM GET BACK HOME. ON THE OTHER HAND, WE NEED TOE OUR SECURITY, MODERNIZE OUR PORTS OF ENTRY WITH TECHNOLOGY TO MONITOR AND MAKE SURE BORDERS ARE SECURE AND KEEP THE BAD PEOPLE OUT. ANYBODY THAT’S COMING TO THIS COUNTRY TO DO HARM, TO TRAFFIC IN GUNS, TRAFFICKING IN PEOPLE OR DRUGS, WE NEED TO MAKE SURE THEY STAY THE THE HECK OUT OF OUR COUNTRY. TALK ABOUT THE DEATH PENALTY. THE RECENT ANNOUNCEMENTS, EXECUTIONS BEING ANNOUNCED, ONE OF THEM WITH TIES HERE TO ARKANSAS. ARE YOU IN FAVOR OF THOSE EXECUTIONS, INCLUDING THE ONE HERE IN ARKANSAS? YOU KNOW, I NEED TO LOOK A LITTLE BIT CLOSER TO THE ONE IN ARKANSAS. I’M NOT OPPOSED TO THE DEATH PENALTY. I WILL SAY I’M SOFT ON THE DEATH PENALTY, THOUGH. YOU KNOW, THERE ARE PEOPLE INTHL AND THEY’RE CHANGING US, TO PUT IT BLUNTLY, AND I SEE NO PROBLEM WITH THE DEATH PENALTY BEING IMPLEMENTED IN THOSE SITUATIONS. I ALSO THINK AS A SOCIETY, THOUGH, WE NEED TO LOOK DEEPLY WHEN WE MAKE THOSE ASSESSMENTS. BUT I DO TRUST THE RULINGS OF THE JUDGES IN THE SITUATION. SO YOU ARE IN FAVOR? I THINK OUR JUDGES DO A GOOD JOB. OKAY. WHAT ELSE DO YOU WANT ARKANSANS TO KNOW ABOUT YOU ESPECIALLY AS YOU HEAD OUT ON THE CAMPAIGN TRAIL? I WANT EVERYBODY THAT HAS AN OPPORTUNITY TO SEE ME, PLEASE COME DO IT, BECAUSE I’M GOING TO DO MY BEST TO SEE YOU. I WANT TO KNOW WHAT I CAN DO TO BE A GREAT REPRESENTATIVE FOR EVERYONE IN WASHINGTON, D.C., TO MAKE SURE THAT PEOPLE HAVE ACCESS TO HEALTHCARE, TO MAKE SURE THAT PEOPLE SEE A FUTURE FOR THEIR CHILDREN AND THEIR COMMUNITIES THAT THEY GREW UP IN, AND TO TAKE SURE THAT PEOPLE KNOW THEY’RE GOING TO EARN A WAGE EQUAL TO THEIR HARD WORK. AND ALSO, JUST TO BUILD THAT TRUST SO YOU KNOW IF YOU NEED SOMETHING, I’VE GOT YOUR BACK, BECAUSE THAT’S WHAT I’M HERE FOR. OKAY. AND KNOWING IT IS AN UPHILL BATTLE WHEN IT COMES TO FINANCES, WHEN IT COMES TO MONEY RAISED, WHAT IS YOUR PLAN TO DEFEAT, IF YOU DID DEFEAT, SENATOR TOM COTTON? THE WAY TO DEFEAT TOM COTTON? WE’RE GOING TO RUN THIS CAMPAIGN OFF OF SMALL DOLLAR DONORS. OUR AVERAGE DONOR HAS ACTUALLY BEEN ABOUT $33, WHICH I LOVE WHEN YOU LOOK AT THE AMOUNT OF MONEY THAT WE HAVE A HAD COMING IN. THIS IS GIVEN DRIVEN BYASSROOTS POWER. AND THIS IS GOING TO PROBABLY BE THE HIGHEST TURNOUT ELECTION THAT WE HAVE EVER SEEN, AND THAT’S INCLUDING ARKANSAS. AND WE’RE GOING TO WORK TO MAKE SURE THAT WE TURN OUT OUR COMMUNITIES, THAT WE BUILD A NEW VOTER UNIVERSE, TOO, AND YOU KNOW, THE PEOPLE ARE THERE. IF WE DO OUR JOB, WE ARE GOING TO WIN. OKAY. BEFORE WE GO THIS MORNING, IT HAS BECOME NO SECRET. IT’S VERY DIVISIVE RIGHT NOW IN POLITICS, IN CONGRESS, ON CAPITOL HILL, AND JUST REALLY BETWEEN NEIGHBORS, IT SEEMS LIKE NOW. HOW DO YOU BRIDGE THAT GAP? HOW DO PEOPLE START COMINGTOGET? WELL, YOU KNOW, I TELL YOU, IN ARKANSAS, WE’RE SOME OF THE TRENDIEST PEOPLE IN THIS COUNTRY. WE’RE HARD WORKING. WE’RE FAITHFUL, HONEST PEOPLE. WE’RE PRACTICAL. AND EVEN THOUGH WE MIGHT FEEL AI PROMISE YOU IF YOU’RE ON THE SIDE OF THE ROAD AND YOU NEED HELP, DOESN’T MATTER THE PERSON’S POLITICAL AFFILIATION, THEY’RE GOING TO STOP AND HELP YOU. AND THAT’S THE FAITH I HAVE IN THAT’S WHO I KNOW WE ARE. WHEN WE GET TO DC, WE’RE GOING TO WORK WITH EVERYBODY. I’M NOT HERE TO FIND A WASHINGTON SOLUTION. I’M NOT HERE TO FIND A REPUBLICAN SOLUTION.I’M NOT HERA DEMOCRATIC SOLUTION. I’M HERE TO FIND THE SOLUTION FOR ARKANSANS. JOSH MAHONY, THANK YOU SO MUCH FOR JOINING US. WE APPRECIATE YOU FOR BEING HERE ON CAPITOL VIEW ON THIS SUNDAY MORNING. THANKS SO MUCH, MALLORY. I APPRECIATE IT. WE DID INTERVIEW SENATOR TOM COTTON ON LAST SUNDAY’S SHOW. YOU CAN FIND THAT INTERVIEW ONT. COMING UP, THE ARKANSAS LOTTERY TURNS TEN THIS YEAR. HARD TO BELIEVE. LOTTERY DIRECTOR BISHOP WOOSLEY JOINS US COMING UP. YOU’RE WATCHING CAPITOL VIEW ON SUNDAY MORNING. YOU’RE WATCHING CAPITOL VIEW, SUNDAY MORNING TALK FOCUSED ON THE POLITICAL SCENE IN ARKANSAS. WELCOME BACK TO CAPITOL VIEW ON THIS SUNDAY MORNING. THIS YEAR MARKS TEN YEARS FOR THE LOTTERY HERE IN ARKANSAS. HARD TO BELIEVE. SO FAR THIS YEAR, THEY HAVE SET A RECORD OF $98 MILLION IN SCHOLARSHIPS, AND SINCE THE LOTTERY STARTED, THEY’VE PROVIDED MORE THAN $800 MILLION FOR THE ACADEMIC CHALLENGE SCHOLARSHIP. THAT EQUATES TO MORE THAN 542 THOU DOLLARS IN SCHOLARSHIPS. LOTTERY DIRECTOR BISHOP WOOSLEY JOINS US IN STUDIO THIS MORNING. THANK YOU FOR JOINING US. THANK YOU NO HAVING ME. A BIG YEAR FOR LOTTERY. HUGE YEAR, BEST YEAR EVER. AND YOU KNOW, AS FAR AS SCHOLARSHIPS GIVEN IN THIS PAST FISCAL YEAR, YOU’VE SET ANOTHER RECORD THAT WE MENTIONED. TALK ABOUT THAT. WE DID. BEST SCHOLARSHIP YEAR EVER, OVER $98.4 MILLION, WHICH WILL BE OUR PREVIOUS RECORD OF ALMOST A MILLION DOLLARS. SO WE’RE EXTREMELY HAPPY. I MEAN, WE SET RECORDS ALL OVER THE PLACE THIS YEAR AND THE MOST IMPORTANT RECORD IS OBVIOUSLY SCHOLARSHIPS. ABSOLUTELY. LOOKING BACK TEN YEARS AGO, I THINK EVERYONE REMEMBERS THAT DAY THAT THE LOTTERY WAS LAUNCHED. EVERYBODY WAS GETTING THE SCRATCH-OFF TICKETS. THEY WERE GETTING THOSE LOTTO TICKETS. NOW TEN YEARS LATER, TALK ABOUT HOW FAR YOU’VE COME TO AND HOW MUCH HAS BEEN DONE IN SCHOLARSHIPS AND PRIZES. WE’RE OVER 850 MILLION, I BELIEVE, IN SCHOLARSHIPS SO FAR. WE’VE PAID OUT OVER MAYBE 2 TO 2 PRIZES.ALF BILLION DOLLARS I THINK WE’RE OVER 4.5 BILLION IN SALES. THIS PAST YEAR WE SOLD $516 MILLION WORTH OF TICKETS AND ALMOST RAISED 100 MILLION. THE IMPACT THAT THAT’S HAD ON ARKANSANS, IT’S DIFFICULT TO BELIEVE. I’VE BEEN THERE FOR TEN YEARS, SO YOU DON’T THINK ABOUT IT AS MUCH, BUT YOU THINK ABOUT TEN YEARS AGO, THERE WAS NOT IS THE 90, 95, $98 MILLION THAT WENT TOWARDS SCHOLARSHIPS FOR ARKANSAS STUDENTS AND NOW EACH YEAR THEY CAN COUNT ON THAT MONEY. ABSOLUTELY. WHY DO YOU BELIEVE ESPECIALLY NOW, THIS PAST YEAR, PEOPLE RELIEVE PLAYING MORE THAN EVERYBODY AND YOU’RE SEEING THOSE RECORD NUMBERS. I THINK OUR STAFF IS DOING A BETTER JOB OF MARKETING OUR TICKETS, COMING UP WITH OUR GAINS, AND SPECIFICALLY, IN RETAIL, IF YOU DON’T HAVE THE GAINS AND THE WINS FOR SALE, WE DON’T SELL THEM. WE CHALLENGED OUR STAFF THIS YEAR, BECAUSE LAST YEAR WAS A RECORD YEAR AS WELL. SO IT’S ALL RAISE, IT NEVER ENDS, AND WE CHALLENGED THEM TO BREAK THE RECORD AND, I MEAN, THEY CAME THROUGH AND WE DEMOLISHED IT. SO IT WAS A GREAT JOB. WE’VE BEEN MANY STORIES IN THE NEWS OVER THE PAST FEW YEARS IN RECORD NUMBERS WHEN IT COMES TO POWERBALL AND SOME OF THE BIG JACKPOTS. YOU SAY SCRATCH-OFFS ARE STILL NUMBER ONE FOR YOU GUYS. IS IT YEAH. I ONLY SAY ARKANSANS ARE IMPATIENT. THEY WANT TO KNOW RIGHT NOW WHETHER OR NOT THEY’VE WON. IS ON HE IF YOU EXTRA. THAT I CAN IT EIGHT OFF, WE KNOW INSTANTLY. WE CALL THEM INSTANT TICKETS. OKAY. EVERYONE ELSE KNOWS THEM AS SCRATCH-OFF TICKETS. THEY’RE 80% OF OUR BUSINESS AND THAT IS OVER $400 MILLION — $300 MILLION A YEAR — EXCUSE ME — THAT WE SELL IN INSTANT TICKETS AND ITS HE’S A NEVER ENDING JOB TO COME UP WITH NEW GAINS THAT ARE GOING TO BE INTERESTING. WE RELEASE ABOUT FOUR GAMES A MONTH, FIRST TUESDAY OF EVERY MONTH, OUR PLAYERS KNOW THEY’RE COMING AND THEY’RE WAITING ON THEM. SO WE’RE ALMOST 500 GAMES IN SINCE WE STARTED UP TEN YEARS AGO. WOW. QUITE A BIT. YEAH. WHAT IS THE FUTURE OF THE LOTTERY? WHAT’S TO LOOK FORWARD TO? WE’RE NOT GOING TO HAVE ANYTHING ESPECIALLY NEW FROM A GAME STANDPOINT. WE’RE GOING TO CONTINUE TO DO WHAT WE’VE DONE, WHICH IS SELL POWERBALL, MEGA MILLIONS, NATURAL STATE, AND SOME OF OUR OTHER DRAW GAMES WE’LL CONTINUING TO PUT OUT, INSTANT TICKETS EVERY MONTH. WE HAVE NEW FUN TICKETS COMING OUT EVERY MONTH, BUT WE’RE NOT EXPANDING WHAT WE’RE DOING FROM A GAMING STANDPOINT. SO WE’RE GOING TO HAVE TO CONTINUE TO EXECUTED WELL AND COLUMN WITH GAMES THAT PEOPLE FIND INTERESTING AND MAKING SURE PEOPLE KNOW ABOUT THOSE GAINS, BECAUSE WE’RE GOING TO HAVE SOME MORE COMPETITION HERE PRETTY SOON. AND LEADING INTO THAT, CASINOS IN ARKANSAS, WHEN THEY ARE OFFICIALLY LAUNCHED, WERE UNDERWAY. THEY WILL BE BEING BUILT SOON. WHAT DOES THAT MEAN FOR THECOMIE TO ARKANSAS? IT JUST MEANS WE’RE GOING TO HAVE TO COMPETE MORE AND DO A BETTER JOB OF WHAT WE DO. I DON’T KNOW IF A LOTTO PLAYER IS A CASINO PLAYER, CASINO PLAYER IS A LOTTO PLAYER, BUT I HAVE TO THINK THAT THERE IS JUST SO MUCH DISCRETIONARY MONEY TO GO AROUND, AND THAT IF THESE CASINOS OPEN, IT’S GOING TO IMPACT US IN SOME WAY OR ANOTHER. THERE’S ALSO A LOTTERY OPENINGI. SO THERE’S ANOTHER THING THAT WE HAVE TO COMPETE WITH. SO WE’LL SEE. WE’RE AFFECTED BY RAINSTORMS. I MEAN, WE’RE AFFECTED, YOU KNOW — IF PEOPLE WON’T GET OUT OF THEIR HOUSE OR THEY GO TO THE MOVIES OR THEY GO TO SHOP BEFORE SCHOOL, WE FEEL IT. SO IT’S A NEVER ENDING PROCESS TO COMPETE AGAINST ALL OF THESE OTHER THINGS THAT PEOPLE WANT TO SPEND MONEY ON. YOU KNOW, LOOKING BACK AT THE TEN YEARS, PAST TEN YEARS WITH THE LOTTERY, WE’VE SEEN A LOT OF SUCCESS, A LOT OF PRIZES, A LOT OF SCHOLARSHIPS. CHALLENGES ALONG THE WAY. WELL, THE BIGGEST CHALLENGE IS JUST REMAINING RELEVANT. ONE OF THE THINGS ABOUT LOTTERYT MOBILE. WE’RE NOT ON YOUR PHONE. AND WE’RE ALWAYS COMPETING WITH TRYING TO GET A YOUNGER DEMOGRAPHIC TO PLAY LOTTERY. I MEAN, LOTTERY IS THE KIND OF GAME THAT OLDER PLAYERS PLAY. AND SO WE’VE GOT TO FIND A WAY TO MAKE IT EXCITING FOR THOSE WHO ARE 25-YEARS-OLD OR 30-YEARS-OLD OR EVEN 46 LIKE ME WHERE I’M ON MY PHONE CONSTANTLY. YOU’VE GOT TO BE WHERE THE PLAYER IS, AND IT’S DIFFICULT, BECAUSE WE CAN’T SELL ONLINE. WE CAN’T SELL VIA MOBILE TO REMAIN REALLY, AND THAT IS OUR GREATEST CHALLENGE. THE INDUSTRY’S GREATEST CHALLENGE IS TO REMAIN THAT WAY, AND SOME SAY IT’S GONE TO MOBILE, BUT RIGHT NOW THAT’S NOT ANYTHING THAT WE CAN DO. INTERESTING THAT YOU TALK ABOUT THE PLAYERS MAYBE A LITTLE BIT OLDER. THE PEOPLE WHO BENEFIT ARE THE YOUNGER PEOPLE WHO GET THOSE SCHOLARSHIPS. HOW MUCH DOES THAT MEAN? YOU’RE A FATHER. HOW MUCH DOES THAT MEAN TO SEE SO MANY KIDS GET THOUSANDS OF DOLLARS IN SCHOLARSHIPS? IT IS GREAT. ONE OF THE FUN THINGS ABOUT MYIE SPEECHES TO CIVIC CLUBS AND WE CAN OUT AND GIVE OUT CHECKS AT RAZORBACK FOOTBALL GAMES AND ASU GAMES AND YOU GET TO TALK TO THE STUDENTS AND YOU GET TO TALK TO THE PARENTS AND YOU GET TO SEE HOW GRATEFUL THEY ARE AND WHAT A HUGE DIFFERENCE IT MADE IN THEM HAVING TO HAVE STUDENT LOAN DEBT OR WHETHER THEY COULD GO TO A TWO OR FOUR-YEAR SCHOOL. IT’S VERY GRATIFYING AND IT’S A BIG PART OF WHAT WE DO, NOT ALL WE DO, BUT A BIG PART OF THE ENJOYMENT THIS JOB IS MEETING THOSE PEOPLE. HOW HAS IT BEEN OVER THE YEARS TO SEE HOW MUCH IT’S GROWN, TO SEE HOW MUCH ARKANSANS HAVE REALLY HELD ONTO THE CONCEPT AND REALLY RUN WITH IT? IT’S VERY REWARDING. I THINK THE ONE THING THAT ARKANSANS FLOCK TO IS IF YOU PLAY, HOPEFULLY YOU’LL WIN. BUT IF YOU DON’T, THAT MONEY IS GOING TOWARDS A STUDENT’S SCHOLARSHIP. IT’S NOT GOING TO A PRIVATE ENTITY. IT IS GOING TOWARDS A GOOD CAUSE. AND OVER TEN YEARS, YOU WOULD HAVE TO THINK THAT SOMEONE’S EITHER WON OR THEY’RE A RETAILER AND THEY’VE BEEN PAID A COMMISSION FOR SELLING OUR TICKETS OR THEY’RE A STUDENT OR THE MOTHER OF A STUDENT OR THE FATHER. SOMEONE HAS BEEN TOUCHED BY THIS LOTTERY OVER TEN YEARS AND WE’VE GOT FIVE OR SIX CLASSES OF GRADUATES. AND SO I THINK PEOPLE ARE A LOT MORE ACCEPTING OF IT NOW AND RECOGNIZE THE GOOD THINGS THAT COME FROM IT THAN THEY WERE TO BEGIN WITH, AND THAT WAS ALWAYS OUR CHALLENGE AND I THINK WE’VE GOTTEN THERE. WE’RE GOING TO STAY THERE NOW. THAT’S RIGHT. HARD TO BELIEVE IT’S BEEN TEN YEARS. SEEMS LIKE IT WAS YESTERDAY. IT FEELS LIKE 20, TO BE HONEST WITH YOU. SOMETIMES IT DOES FEEL LIKE 20. BISHOP, THANK YOU SO MUCH. THANK YOU. WE APPRECIATE YOU JOINING US ON CAPITOL VIEW. WE ARE BACK TO WRAP IT UP RIGHT. YOU’RE WATCHING CAPITOL VIEW ON SUNDAY MORNING. YOU’RE WATCHING CAPITOL VIEW, SUNDAY MORNING TALK FOCUSED ON THE POLITICAL SCENE IN ARKANSAS. WELCOME BACK TO CAPITOL VIEW ON THIS SUNDAY MORNING. LET’S TAKE A LOOK AT YOUR TOP POLITICAL HEADLINES. ROUND TWO. DEMOCRATIC PRESIDENTIAL DEBATES IS IN THE BOOKS. DAY TWO OF THIS WEEK’S DEMOCRATIC PRESIDENTIAL DEBATES HAD PROPERTY RUNNER JOE BIDEN UNDERFIRE. SOME WERE SURPRISED TO SEE CANDIDATES GOING AFTER FORMER PRESIDENT OBAMA. PRESIDENT OBAMA. DID YOU SAY THOSE DEPORTATIONS WERE A GOOD IDEA OR DID YOU GO TO THE PRESIDENT AND SAY THIS IS A MISTAKE? WE SHOULDN’T DO IT? WHICH ONE? WELL, THE NEXT DEBATE IS SEPTEMBER HOLDS STRICTER QUALIFYING STANDARDS AND COULD TAKE PLACE ON JUST ONE NIGHT. CANDIDATES WILL NEED TO HAVE 130,000 UNIQUE DONORS AND REPRESENT AT LEAST 2% SUPPORT IN FOUR POLLS. THEY HAVE UNTIL AUGUST 28TH. PRESIDENT TRUMP HOLDS A CAMPAIGN RALLY IN CINCINNATI THURSDAY NIGHT. THE PRESIDENT DIDN’T HESITATE TO UNLOAD ON CRITICS MOCKING JOE BIDEN AND CLAIMING THAT LARGE CITIES RUN BY DEMOCRATS ARE RECIPIENTS OF STOLEN MONEY. FOR DECADES, THESE COMMUNITIES HAVE BEEN RUN EXCLUSIVELY BY DEMOCRAT POLITICIANS AND IT’S BEEN TOTAL ONE PARTY CONTROL OF THE INNER CITIES. FOR 100 YEARS THERE’S BEEN ONE PARTY CONTROL AND LOOK AT THEM. WE CAN NAME ONE OF ANOTHER, BUT I WON’T DO THAT. BECAUSE I DON’T WANT TO BE CONTROVERSIAL. AND THE RALLY WAS HALTED FOR ABOUT FOUR MINUTES AS IMMIGRATION RIGHTS PROTESTERS SCUFFLED WITH ATTENDEES. REPUBLICAN REPRESENTATIVE WILL HURD ANNOUNCED HE WILL NOT BE RUNNING FOR RE-ELECTION. THE TEXAS CONGRESSMAN IS SERVING HIS THIRD TERM IN CONGRESS, REPRESENTING TEXAS’ SECOND CONGRESSIONAL DISTRICT. HE’S THE ONLY AFRICAN-AMERICAN REPUBLICAN IN THE HOUSE. HURD IS THE SIXTH HOUSE REPUBLICAN TO ANNOUNCE HIS DEPARTURE OVER THE LAST TWO WEEKS. DEMOCRATS SAY IT’S TIME TO GET BIG MONEY OUT OF POLITICS, AND NOW SOME IN THE SENATE ARE PUSHING TO OVERTURN A CONTROVERSIAL SUPREME COURT RULING TO MAKE THAT HAPPEN. LASTS WEEK, THEY INTERVIEWED THO THE CITIZENS UNITED SUPREME COURT DECISION. AS WASHINGTON CORRESPONDENT TREVOR REPORTS, IT IS A MOVE THAT IS LARGELY SYMBOLIC. AND WE’RE HERE TODAY TO TAKE OUR SEMINOLES I DID BACK. DEMOCRATIC SENATOR TOM UDALL SAYS THE COUNTRY NEEDS A CONSTITUTIONAL AMENDMENT TO GET BIG CORPORATE MONEY OUT OF POLITICS. THE BIG MONEY INTERESTS ARE BUYING OUR DEMOCRACY. STANDING IN FRONT OF THE SUPREME COURT, OTHER.COM AND OTHER DEMOCRATIC SENATORS CALLED FOR THE PASSAGE OF THE DEMOCRACY FOR ALL AMENDMENT. FEW DECISIONS IN THE 200 AND SOME ODD YEARS OF THIS REPUBLIC HAVE THREATENED OUR DEMOCRACY LIKE CITIZENS UNITED. CITIZENS UNITE WAS A 2010 SUPREME COURT DECISION THAT CORPSES HAVE THE SAME RIGHT TO FREE SPEECH AS INDIVIDUALS. IT PAVED THE WAY FOR LARGE CORPORATE DONATIONS TO FLOW NEARLY UNCHECKED INTO POLITICAL CAMPAIGNS. DEMOCRATS SAY MUCH OF THAT IS AND SOMETIMES FROM OVERSEAS. THIS IDEA THAT THE WEALTHY AND POWERFUL CAN CONTROL OUR GOVERNMENT AND HAVE FAR MORE SAY THAN THE AVERAGE CITIZEN IS ERODING FAITH IN THIS GREAT AND GRAND DEMOCRACY. BUT A CONSTITUTIONAL AMENDMENT REQUIRES SUPPORT FROM AT LEAST TWO-THIRDS. HOUSE AND SENATE, THEN MUST BE RATIFIED BY THREE-FOURTHS OF THE STATE. CONSTITUTIONAL AMENDMENT IS A LONG SHOT. ARE YOU CONFIDENT YOU CAN GETTH? IS THIS MORE SYMBOLIC? I’M CONFIDENT PEOPLE OF THIS COUNTRY ARE OVERWHELMINGLY ON OUR SIDE. GOT AND WHILE AN AMENDMENT LIKE THIS PROBABLY GOES NOWHERE, SUPPORTERS HERE SAY THEY’LL CONTINUE TO PUSH FOR IT’S PASSAGE. REPORTING IN WASHINGTON, I’M TREVOR SHIRLEY. TREVOR, THANK YOU. REPRESENTATIVE ILHAN OMAR OF MINNESOTA RELEASING A PHOTO OF HERSELF AND HOUSE SPEAKER NANCY PELOSI IN GHANA. THE FILM WAS TAKEN WEDNESDAY AND SHOWS THEM AT THE DOOR OF NO RETURN WHERE MILLIONS OF AFRICANS TOOK THEIR LASTS GLIMPSE OF THEIR HOMELANDS BEFORE BEING SHIPPED TO THE NEW WORLD. ACCOMPANYING THAT PHOTO, OMAR SAYS ON TWITTER, SHE SAID, QUOTE, THEY SAID SEND HER BACK, BUT SPEAKER PELOSI DIDN’T JUST MAKE ARRANGEMENTS TO SIPPED ME BACK. SHE WENT BACK WITH ME. SO GRATEFUL FOR THE HONOR TO RETURN TO MOTHER AFRICA WITH A BLACK CAUCUS AND COMMEMORATE THE YEAR OF RETURNS. PELOSI SAID SHE WAS HUMBLED BY THE VISIT. MARYLAND SENATOR BEN CARD HE KNOW SAYS HE WANTS TO END RACIAL AND RELIGIOUS PROFILING CARRIED OUT BY LAW ENFORCEMENT OFFICERS ACROSS THE U.S. HE INTRODUCED A BILL THAT WOULD BAN DISCRIMINATORY PROFILING BY FEDERAL, STATE, AND LOCAL LAW ENFORCEMENT NATIONWIDE. IT WOULD ALSO PROVIDE POLICE DEPARTMENTS WITH RESOURCES FOR TRAINING, ALONG WITH GRANT MONEY FOR THE DEVELOPMENT OF BEST POLICING POLICIES TO DISCOURAGE PROFILING. WASHINGTON CORRESPONDENT MORGAN RICE REPORTS. S CIVIL RIGHTS ADVOCATES JOINED MARYLAND SENATOR BEN CARDIN ON CAPITOL HILL TO END POLICE PROFILING. NUMEROUS STUDIES HAVE COME TO LIGHT OVER THE LAST YEAR THAT RACIAL AND RELIGIOUS PROFILING ALL TOO PREVALENT THROUGHOUT LAW ENFORCEMENT TODAY. A RECENT STANFORD UNIVERSITY STUDY OF MORE THAN 90 MILLION TRAFFIC STOPS ACROSS THE U.S. SAW BLACK DRIVERS ARE 20% MORE LIKELY TO GET PULLED OVER THAN WHITE DRIVERS. WE WANT TO PROTECT THE POLICE. WON’T OUR COMMUNITIES SAFE ANDY SHELTON WITH THE NAACP SAYS DISCRIMINATORY POLICING MUST BE ADDRESSED. SHELTON SAYS LEGISLATION BY MARR BEN CARDIN IS A STEP IN THE RIGHT DIRECTION. IT WOULD BE ILLEGAL AT ANY LEVEL OF LAW ENFORCEMENT, FEDERAL, STATE, LOCAL, AUXILIARY. CARDIN’S BILL WOULD PROVIDE POLICE DEPARTMENT AROUND THE COUNTRY WITH RESOURCES FOR TRAINING AND GRANT MONEY TO DEVELOP PROGRAMS THAT DISCOURAGE PROFILING. CARDIN SAYS HE’S HEARD THE STORIES OF RACIAL PROFILING FROM HIS BLACK CONSTITUENTS AND HE SAYS THERE IS A STARTLING AND CHILLING CONTRAST BETWEEN HOW BLACK AND WHITE FAMILIES DESCRIBE THEIR RELATIONS WITH LAW ENFORCEMENT. THE FACT THAT IF YOU ARE A MINORITY, MALE PARTICULARLY, YOU WERE MUCH MORE SUSPECT TO BE ARRESTED BY LAW ENFORCEMENT. SENATOR CARDIN SAYS THIS WILL SHOULD HAVE BEEN PASSED A LONG TIME AGO. IN WASHINGTON, MORGAN WRIGHT. MORGAN, THANK YOU. AND WE ARE BACK TO WRAP UP CAPITOL VIEW RIGHT AFTER THIS. YOU ARE WATCHING CAPITOL VIEW ON A SUNDAY MORNING. IF YOU ARE WATCHING CAPITOL VIEW, SUNDAY MORNING TALK FOCUSED ON THE POLITICAL SCENE IN ARKANSAS. AND THAT’S IT FOR TODAY’S SHOW. DON’T FORGET, YOU CAN ALWAYS TH.
