MAYOR LORI LIGHTFOOT SAYS ARMED WITH THAT INFORMATION, SHE PLANS TO WORK WITH THE GOVERNOR AND LAWMAKERS TO BRING DOWN THOSE COSTS.>>THE TAX STRUCTURE IN TOTAL HAS TO BE RESTRUCTURED, MEANING WE HAVE TO TAKE LESS IN ORDER FOR A CASINO TO BE VIABLE. WE WANT TO MAKE SURE THAT WE ARE NOT TAKING OUT SO MUCH MONEY AND LOADING IT UP FRONT WITH FEES THAT NO ONE IS GOING TO BE INTERESTED.>>SO AS IT STANDS WITH THE STRUCTURE IT IS NOT GOING TO BE FINANCIALLY FEASIBLE ACCORDING TO THE STUDY. THOSE INCLUDE THE OLD MICHAEL REESE HOSPITAL SITE IN BRONZEVILLE, A VACANT PARCEL IN LAWNDALE, THE HARBOR SIDE GOFF CENTER, THE U.S. STEEL SITE AND A PARCEL OF LAND SOUTH OF GUARANTEED RATE FIELD OF THOSE THE STUDY SAYS THE OLD MICHAEL REESE HOSPITAL LOCATION WOULD FARE THE BEST. BUT REGARDLESS OF THE TAXES THE STUDY FOUND NONE TO BE ATTRACTIVE OPTIONS IF THE OBJECTIVE IS TO MAXIMIZE REVENUE. THE AUTHORS SAY GIVEN THE EXPLOSION OF GAMBLING THAT IS COMING WITH THE CASINO COMING TO ROCKFORD, THE SUBURBS, THE ARLINGTON RACETRACK, A CASINO WILL DO BETTER IF IT’S CENTRALLY LOCATED IN CHICAGO. I’M DOUBTFUL THE MAYOR, GOVERNOR AND LEGISLATOR ALSO WAIT THREE MONTHS TO BEGIN NEGOTIATIONS.>>WE ARE GOING TO MAKE SURE WE ARE MAKING ADJUSTMENTS HERE BASED IN PART ON THE FEASIBILITY STUDY. AND SO THAT WILL BE UP TO THE GENERAL ASSEMBLY ON MAKING CHANGES TO THE LAW SUCH AS IT IS. BUT I’M CONFIDENT THAT WE’LL GET THERE. I THINK EVERYBODY HAS THE RIGHT MINDSET ABOUT IT. AND ALL OF US WANT THE CITY AND THE STATE AS WELL AS THE JOBS THAT WILL COME WITH THAT CASINO. WE ALL WANT IT TO SUCCEED.>>SO, AGAIN, A LOT TO NEGOTIATE BUT GOVERNOR J.B. PRITZKER IS OPTIMISTIC ABOUT THE PROSPECTS OF REACHING AN AGREEMENT.>>WE ARE VERY OPTIMISTIC ABOUT THE FUTURE OF A CASINO BASED UPON THE INFORMATION THAT WAS PROVIDED PROVIDED IN THAT STUDY.>>AND THE CASINO WILL MAKE A LOT OF MONEY IF AND WHEN IT DOES HAPPEN. MORE THAN ANY OTHER CASINO IN ILLINOIS. AND QUESTIONS WHY MAYOR LIGHTFOOT DID NOT ASK THE CONSULTANTS TO STUDY A DOWNTOWN LOCATION THAT REPORT SAYS THE CURRENT TAX STRUCTURE DOES NOT WORK NO MATTER WHERE IN THE CITY THE CASINO WOULD LAND. THE REPORT’S AUTHORS SAY A CITY-OWNED CASINO THAT IS RUN BUT NOT OWNED BY A PRIVATE PARTY, QUOTE COULD MAKE SENSE. AND IT ALSO RECOMMENDS THAT THE CITY WOULD MAKE MORE IF IT PUTS SLOT MACHINES AT THE MIDWAY AND O’HARE AIRPORTS BUT THAT IS AN IDEA THAT LIGHTFOOT REJECTED.>>AND IT SOUNDS LIKE THE CITY WILL NOT FOLD YET.>>LOTS MORE PUNS, TOO.>>UP NEXT, GIVING YOUNG MEN AT HIGH-RISK OF VIOLENCE A SAFE PLACE TO CALL HOME. WHO IS THERE TO HELP ENFORCE AND SOME OF THE RULES AND TO SERVE AS A MENTOR, A SUPPORT, A BIGGER BROTHER, BIGGER FATHER FIGURE. AND IN MANY WAYS TO BE THE TYPE OF PERSON THAT HELPS TO CONNECT THE YOUNG PEOPLE TO THE LARGER SET OF SERVICES IN THE PROGRAM. HE HIMSELF HAS GONE THROUGH A TREMENDOUS AMOUNT OF TRAUMA AS A YOUNG PERSON AND CAN RELATE TO THE TYPE OF CONDITIONS THAT A LOT OF THE YOUNG RESIDENTS ARE EXPERIENCING. AND IF HE OFTEN SAYS IF HE, HIMSELF, HAD HAD SUCH AN OPPORTUNITY AS A YOUNG PERSON PERHAPS HE WOULD NOT HAVE HAD THE KIND OF CONDITIONS THAT HE HAD TO FACE.>>HOW DO YOU DETERMINE WHO GETS TO LIVE IN THIS HOUSE?>>YOU KNOW THERE IS A SET OF RECOMMENDATIONS. WE WORK WITH OUR PARTNERS LIKE CHICAGO BEYOND AND CHICAGO CRED AND EYE MAN THAT HAS BEEN AROUND FOR 21 YEARS HAS A BROAD SET OF RELATIONSHIPS WITH THIS POPULATION IN A NUMBER OF OUR OTHER PROGRAMS. HE CAME IN A LOT OF WAYS NOT ONLY JUST LIKE STRESSED FROM THE VIOLENCE BUT HAVING WAYWARD NOT HAVING A PLACE TO THINK ABOUT HIS LIFE AND WHAT HE WANTED TO DO AND I LOOK AT HIM NOW, IT HAS NOT BEEN A PERFECT JOURNEY, BUT HE IS FUNDAMENTALLY OFF TO A DIFFERENT PATH IN HIS LIFE. HE IS IN WORKING AT HIS MENTAL HEALTH AND WELLNESS. HE IS IN A JOB TRAINING PROGRAM AND WORKING ON HIS GED. HE HAS HOPE. HE HAS HOPE FOR A BETTER LIFE.>>YOUR PHILANTHROPIC GROUP IS CHICAGO BEYOND YOUR GROUPS ARE WORKING TOGETHER ARE THERE RESOURCES FOR MORE HOUSES LIKE THIS?>>THERE IS A REALIZATION THAT THIS IS ONE OF MANY STEPS THAT ARE NEEDED TO BEGIN TO CHIP AWAY AT THE LARGE GENERATIONAL CHALLENGES THAT HAVE CREATED THE CONDITIONS WE ARE CONFRONTING. AND HOUSING IS IS A PART OF THAT LARGER SOLUTION. SO WE CURRENTLY HAVE OVER 15 UNITS OF HOUSING THAT WERE CREATED.
