Glendale Casino & Housing Shortage & Arizona Technology and Innovation: ASU EcoCAR 3

17:23:16:24
17:30:10:15>>>Coming up next on “Arizona
17:30:11:27 Horizon,” the Glendale City
17:30:13:09 Council changes course on a
17:30:14:27 proposed Indian casino.
17:30:16:15 There could soon be a shortage
17:30:18:15 of homes for sale in the Phoenix
17:30:20:09 area, and we’ll learn about
17:30:23:06 ASU’s involvement in a project
17:30:25:09 to run a Chevy Camaro on
17:30:28:06 alternative fuels.
17:30:29:24 Those stories next on “Arizona
17:30:31:12 Horizon.”
17:30:32:27>>>”Arizona Horizon” is made
17:30:34:21 possible by contributions from
17:30:36:12 Friends of Eight.
17:30:37:27 Thank you.
17:30:38:24>>>Good evening and welcome to
17:30:40:21 “Arizona Horizon,” I’m Ted
17:30:41:15 Simons.
17:30:42:00 The Glendale City Council voted
17:30:43:15 yesterday to support a potential
17:30:45:03 Indian casino on land adjacent
17:30:47:12 to the city.
17:30:48:15 Here to talk about why the
17:30:49:27 council had a change of heart
on
17:30:51:18 the issue is the man who changed
17:30:53:27 his vote and made the change
17:30:57:24 possible.
17:30:59:06 Councilman Gary Sherwood.
17:31:02:00 Good evening, good to see you.
17:31:03:18>>Thank you.
17:31:04:18>>What did they vote on
17:31:06:09 yesterday?
17:31:06:27>>There was a meeting next
17:31:09:06 month requested by Senators
17:31:10:21 Flake and McCain.
17:31:12:21 They had a lot of pressure to
17:31:14:09 call on this.
17:31:15:00 It’s three or four different
17:31:16:12 issues, but above them is the
17:31:18:06 Glendale issue.
17:31:18:27 Prior to that we had a couple
17:31:20:18 Resolutions that said that, A,
17:31:23:03 we were not supportive of taking
17:31:25:21 that land into trust.
17:31:26:27 And then we had amore recent one
17:31:29:06 that said we didn’t trust the
17:31:31:09 1410 bill.
17:31:32:24 Since the mayor was the only one
17:31:34:12 who could speak on this, we
17:31:35:27 wanted to make sure they
17:31:37:03 understood that we were in
17:31:38:18 support of this project now.
17:31:39:27>>The mayor is not in sport of
17:31:41:18 project.
17:31:42:00>>He is not.
17:31:43:03>>He will be speaking in
17:31:44:03 Washington?
17:31:44:18>>He will be testifying in
17:31:46:00 front of the committee, he is
17:31:47:00 the only one that requested to
17:31:48:15 do so.
17:31:49:09>>Is there an indication of how
17:31:51:18 he’s going to present something
17:31:53:27 he’s not in favor of?
17:31:56:00>>He would have to state the
17:31:57:12 city’s position, which we
17:31:59:12 quantified last night.
17:32:01:03 If he offers a personal opinion,
17:32:02:18 he has to state he’s in the
17:32:05:00 minority and then he can state
17:32:07:18 his opinion.
17:32:08:12>>What is the city’s official
17:32:10:06 opinion?
17:32:10:27>>We’re asking the subcommittee
17:32:12:06 to allow us to finish our
17:32:13:12 process, which will take place
17:32:14:18 in the first part of August.
17:32:16:00 We’ve done the fact finding,
17:32:17:24 we’ve pretty much completed
17:32:19:03 negotiations.
17:32:19:24 And we go dark in July in terms
17:32:22:03 of meetings.
17:32:24:12 So we probably would have voted
17:32:26:03 on this this month.
17:32:28:15 This will come up in the next
17:32:29:21 three or four weeks and we’ll
17:32:31:00 have our official position out
17:32:33:00 there depending on how it’s
17:32:34:21 voted on.
17:32:35:21>>Indeed.
17:32:36:00 He mentioned the previous votes
17:32:37:12 and previous counsel actions and
17:32:40:12 the ship was apparently moving
17:32:42:03 in that direction, slow but
17:32:43:12 getting there, and you did
17:32:44:15 change your vote and shifted.
17:32:46:03 Why?
17:32:46:24>>Well, I thought it was a
17:32:48:18 shame that we had gone nearly
17:32:52:00 four and a half years without
17:32:55:00 any communication at all with
17:32:56:06 the Tohono O’Odham.
17:33:02:18 Maybe there needed to be a
17:33:04:15 six-month cooling off period.
17:33:06:18 We weren’t winning any battles
17:33:08:03 with the courts.
17:33:09:24 We have an arena and stadium out
17:33:11:18 there when we have these mega
17:33:13:27 events like the Super Bowl, the
17:33:15:24 Fiesta Bowl, we don’t have
17:33:18:24 anything to hold the people
17:33:20:18 there the casino could provide
17:33:22:06 that.
17:33:22:24 There was a lot of development
17:33:24:18 already funded and a preliminary
17:33:27:09 plat approved just prior to the
17:33:29:15 downturn South of the stadium.
17:33:31:06 That would have gone a long ways
17:33:33:18 in terms of holding people.
17:33:34:24 But that’s going come back much
17:33:36:21 slower.
17:33:37:03 A casino can really inspire
17:33:38:27 development in that area.
17:33:39:27>>Was there an aha moment?
17:33:42:06 Was there something in
17:33:43:03 particular that got you to
17:33:43:27 change your mind?
17:33:45:18>>Well, private meetings with
17:33:46:24 the chairman of the Tohono
17:33:50:06 O’Odham tribe.
17:33:54:09 There were certain things we
17:33:55:24 were going want, even though
17:33:57:18 it’s not our land, it’s kind of
17:34:00:03 silly, demanding things we have
17:34:02:00 no control over.
17:34:03:03 Again, they wanted to see this
17:34:04:18 not in the courts for another
17:34:05:27 three or four years and they
17:34:07:00 were willing to bend, as well.
17:34:09:03 They were very amenable to
17:34:11:12 pretty much acting like a
17:34:12:24 private entity.
17:34:13:27 They would give up sovereign tee
17:34:17:18 for MOUs of various contracts
17:34:20:12 and give us pretty much a lot
of
17:34:22:00 what we were asking for.
17:34:23:09>>Other tribes have released
a
17:34:24:27 statement saying you, in
17:34:26:06 particular I, flip-flopped on
17:34:28:06 this issue.
17:34:28:21 One of your councilmembers says
17:34:31:06 the city, because of this
17:34:32:12 position, has lost all leverage
17:34:34:18 in these negotiations.
17:34:36:00 How do you respond to that?
17:34:37:21>>Number one, yeah, I did
17:34:39:03 change my position because I
17:34:40:12 learned a lot more and got
17:34:41:24 educated.
17:34:42:18 If you can’t do that as an
17:34:44:18 elected official or in a private
17:34:46:09 enterprise then you’re not doing
17:34:48:27 yourself justice.
17:34:50:15 As I learned more and saw that
17:34:52:00 we could gain something by this,
17:34:54:03 then why not?
17:34:55:03 And then in terms of losing our
17:34:59:18 negotiating power what power did
17:35:04:09 we have?
17:35:04:24 Some of their council, they have
17:35:07:18 24 members that they have to put
17:35:08:27 this in front of after we do our
17:35:10:27 vote.
17:35:11:06 They are say why do anything
17:35:12:27 with Glendale now?
17:35:15:00 We’re pretty much in the
17:35:16:12 driver’s seat.
17:35:17:09 The people we have been
17:35:18:27 negotiating with, including
17:35:20:12 chairman Norris, they see the
17:35:22:12 fruits of what we’ve been doing.
17:35:24:12 We’re going continue on and it’s
17:35:26:03 going to be a nice partnership.
17:35:27:12>>The critics say the city will
17:35:30:12 lose hotel business and
17:35:32:00 entertainment business.
17:35:32:18 Again, valid concern?
17:35:35:00>>Not at all.
17:35:36:00 All the businesses in that area,
17:35:37:15 the owner of westgate, the
17:35:41:12 sports teams, the tangor, they
17:35:45:21 all want that.
17:35:46:15 It’s like when you put up an
17:35:48:12 extra hamburger stand and one
17:35:50:09 stand is fearful of losing
17:35:52:15 business.
17:35:53:06 It’s more of an attraction
17:35:55:12 because now people have a
17:35:56:27 choice.
17:35:57:21>>All the businesses support
17:35:58:24 this, they want it.
17:35:59:24 The Glendale renaissance, you
17:36:02:03 would think that would be one
17:36:03:18 entity that would have a
17:36:06:00 concern.
17:36:06:24 They are very much in favor of
17:36:08:03 it.
17:36:08:27>>If all these people are in
17:36:10:00 favor of it, the $3.5 million
in
17:36:13:24 legal fees, what was it all for?
17:36:17:09>>I could answer that by
17:36:19:06 stating the same question.
17:36:20:24 There were people dug in that
17:36:22:09 were not willing to discuss
17:36:23:18 this.
17:36:23:27 We had a few meetings, a few of
17:36:26:00 us, with the tribal nation, and
17:36:27:18 learn what had they were willing
17:36:28:27 to do.
17:36:29:18 Then we opened it up the day
17:36:31:15 before thanksgiving.
17:36:32:12 I think we had our first — not
17:36:35:03 council but staff visit, they
17:36:39:03 did a fact-finding, had several
17:36:41:21 more meetings from that.
17:36:43:12 Then there were negotiations and
17:36:44:18 from that where we are today,
17:36:46:18 very close coming up with a
17:36:48:18 documented MOU or something to
17:36:50:15 secure this agreement.
17:36:52:21>>How much has this issue
17:36:54:24 divided the city?
17:36:56:27>>You know, you’re either for
17:36:58:03 it or against it.
17:36:59:09 The — it’s one of those
17:37:01:03 emotional issues.
17:37:02:03 Somewhat like the arena deal we
17:37:04:15 did.
17:37:04:27 We’ve been a very divisive
17:37:08:00 council, anyway.
17:37:09:24 We’re a 4-3 council depending
on
17:37:13:12 what the subject is.
17:37:15:12 Again, most everything’s been
in
17:37:17:27 E-session type, so we haven’t
17:37:20:06 been able to release a lot of
17:37:21:27 details.
17:37:22:09 I think once that gets out there
17:37:24:00 and the project comes into
17:37:25:12 being, people warm up to it.
17:37:27:12 There’s been some extensive
17:37:30:00 polling done.
17:37:31:03 Depending on the district you’re
17:37:32:12 in it’s running either 80-20 or
17:37:36:09 70-30 in favor of it.
17:37:38:03 Those are some expensive polls,
17:37:40:00 they have a 3.5%, 4% error rate.
17:37:43:21>>Thank you so much for joining
17:37:45:06 us and clarifying your change.
17:37:47:21 What’s next?
17:37:48:18 Once you’re back in session —
17:37:50:18>>We’ll work on something for
17:37:52:09 the first week of August, then
a
17:37:54:18 voting meeting in the second
17:37:56:06 week.
17:37:57:00 There are some legal hurdles
17:37:58:27 they need to clear but they feel
17:38:00:27 pretty comfortable with that.
17:38:02:09>>And then it’s official.
17:38:03:21>>Right.
17:38:04:06>>Good to have you here.
17:38:06:03>>Thank you for having me.
17:38:09:09
17:39:15:09>>the Phoenix area could soon
17:39:17:09 be facing a shortage of homes
17:39:19:18 for sale.
17:39:20:27 Mike Orr, director of the Center
17:39:26:27 for Real Estate Theory and
17:39:26:27 Practice for the W.P. Carey
17:39:28:15 School of Business conducted the
17:39:31:03 research.
17:39:32:18>>Where sellers are joining in,
17:39:34:18 they are not particularly
17:39:36:06 enthusiastic.
17:39:36:15 We’ve got fewer homes listed
17:39:38:27 than I’ve seen in the last 14
17:39:40:21 years.
17:39:41:03>>Basically the lack of demand
17:39:42:12 is hiding a shortage even now.
17:39:44:24>>Exactly.
17:39:45:06 We know what a shortage felt
17:39:46:24 like because we had that in 2011
17:39:48:27 and 2012.
17:39:49:21 And the first half of 2013.
17:39:52:00 And unless we start to see a lot
17:39:54:18 more listings, when the demand
17:39:57:15 is back to normal, we could be
17:39:59:18 back into a period of very short
17:40:02:03 supply again.
17:40:03:03>>Any idea when that could
17:40:05:03 happen?
17:40:05:21>>I don’t think it could be
17:40:06:18 very soon.
17:40:07:12 There’s not much demand perking
17:40:09:03 up.
17:40:09:18>>Why is that?
17:40:10:12 Why is the market so quiet right
17:40:12:15 now?
17:40:13:15>>Two major reasons, we’ve
17:40:14:24 still got a lot of people who
17:40:16:24 worked five years of very heavy
17:40:22:18 foreclosures, and many of those
17:40:23:27 people still can’t qualify for
a
17:40:25:12 loan because Fannie May, Freddie
17:40:27:27 Mac, the foreclosure means a
17:40:30:12 seven-year wait out from 2008,
17:40:33:27 that’s 2015.
17:40:35:15 The bulk of those don’t come
17:40:37:06 around until next year.
17:40:38:18 I think demand will grow next
17:40:40:21 year.
17:40:41:06 The other big collection of
17:40:43:18 people not really buying homes
17:40:45:06 the way they normally would
17:40:48:12 would be the younger generation,
17:40:50:12 people in their 20s and 30s.
17:40:52:03 A whole lot of reasons but
17:40:53:21 definitely not participating as
17:40:55:12 first-time home buyers like
17:40:57:09 previous generations did.
17:40:58:21>>We talked about that in the
17:41:00:03 past.
17:41:01:21 Not the least of those reasons,
17:41:04:00 maybe they have been scarred by
17:41:05:18 seeing what happened here.
17:41:08:00>>I think that’s a large part
17:41:10:06 of it.
17:41:10:24 Home prices were going up fast
17:41:12:21 when I was buying my first home,
17:41:15:03 and everybody was desperate to
17:41:16:09 get one before they were out of
17:41:18:09 reach.
17:41:18:18 Once your parents go through
17:41:20:18 foreclosure or other relatives
17:41:22:15 go throughashort sale, nasty
17:41:24:18 things can happen to you if you
17:41:27:15 buy a house.
17:41:28:18 I think they are making a
17:41:29:15 mistake, that sort of cycle
17:41:31:12 generally only happens once
17:41:33:18 every hundred years or so, not
17:41:36:03 likely to repeat itself.
17:41:38:06>>Investors not picking up the
17:41:40:12 slack?
17:41:41:03>>They are even fewer now than
17:41:44:15 they were a few months ago.
17:41:46:03 We have very few bargains now.
17:41:48:12 If you want to invest here,
17:41:51:09 you’ve got to do a lot of hard
17:41:53:15 work to find a place below
17:41:55:27 market price.
17:41:56:18>>They are not buying, but how
17:41:59:00 come they are not selling?
17:42:00:18>>Because they are renting them
17:42:01:24 very successfully.
17:42:02:27 We have very low demand for
17:42:05:00 homes to buy but very high
17:42:07:12 demand for homes to rent.
17:42:08:27 The milliennials are not buying
17:42:11:15 but renting.
17:42:13:00 Landlord is proofing to be a
17:42:15:03 successful trade.
17:42:16:00>>I would imagine prices are
up
17:42:19:12 accordingly?
17:42:20:27>>Rentals are moving up much
17:42:23:15 faster than I’ve seen in the
17:42:24:27 last 10 years.
17:42:26:03>>That could encourage people
17:42:27:06 next year to think about buying
17:42:28:27 instead of renting.
17:42:30:06>>What about the move-up
17:42:32:00 beaurocrat second home buyer,
17:42:33:09 where are they?
17:42:34:15>>Again, move-up buyers not
17:42:36:18 terribly enthusiastic.
17:42:38:00 Many of them after all of the
17:42:39:24 comings and goings over the last
17:42:42:15 10 years don’t have a huge
17:42:44:03 amount of equity.
17:42:45:12 And the idea of trading without
17:42:46:24 having a big down payment to put
17:42:49:06 on the new home is not that
17:42:51:00 exciting.
17:42:51:27 Even if they have gotten to a
17:42:53:18 positive equity point of view,
17:42:55:00 it’s not great unless you’ve got
17:42:56:15 a nice substantial equity
17:42:58:12 position to move up.
17:43:00:00>>You’ve mentioned to folks
17:43:01:03 with foreclosure problems and
17:43:03:09 maybe waiting for that
17:43:04:18 seven-year period to end, what
17:43:06:15 else will increase demand?
17:43:09:06>>Easier financing.
17:43:10:18 That’s one of the most critical
17:43:12:06 factors in demand.
17:43:13:12 It’s how frequently a lender
17:43:15:12 will say yes to an application.
17:43:17:27 We’ve been through a period in
17:43:20:12 2003, to 2005, lenders said yes
17:43:24:24 to almost every application.
17:43:26:12 And then between 2011-2013 they
17:43:29:03 said no to almost every
17:43:30:18 application and everybody was
17:43:32:12 buying with cash.
17:43:33:09 It’s starting to go back towards
17:43:35:06 normal but it’s still much
17:43:36:18 harder to be approved than
17:43:38:06 average over the last hundred
17:43:40:15 years.
17:43:40:27 As lenders start to accept more
17:43:43:18 and more applications, demand
17:43:45:24 for homes will increase.
17:43:47:06>>Are we still seeing unusually
17:43:49:09 high numbers of cash buyers out
17:43:51:00 there?
17:43:51:21>>Yes.
17:43:52:03 It’s not as high as it was but
17:43:53:27 well above normal.
17:43:55:09>>So basically, when that
17:43:57:09 demand picks up — and again,
17:43:59:18 the tricky part is figuring that
17:44:01:03 out — supply shortage is
17:44:03:12 possible?
17:44:04:03>>It’s possible.
17:44:05:06 We might see sellers come out
of
17:44:07:00 the woodwork, as well.
17:44:09:15 We’re not seeing a lot of new
17:44:11:00 single-family home construction.
17:44:12:12 It’s still very low compared
17:44:14:03 with even the second half of the
17:44:15:27 1990s.
17:44:16:27>>Does that construction
17:44:17:27 increase once that demand picks
17:44:19:21 up?
17:44:20:03 Or is that market forever
17:44:22:03 changed?
17:44:22:24>>I think it’ll increase but
it
17:44:25:00 can’t increase as fast as the
17:44:27:03 demand can increase.
17:44:28:00 You don’t have enough people
17:44:29:12 working for the developers to
17:44:31:09 treble the production.
17:44:32:03 It takes time to, you know,
17:44:35:06 create a new subdivision, get
17:44:36:27 the permits and get building.
17:44:39:09 At the moment the effort is
17:44:41:15 building multifamily units to
17:44:45:03 cope with the rental demands.
17:44:48:15 There’s a lot of rental
17:44:50:09 construction going on up and
17:44:51:27 down Scottsdale Road and rural
17:44:54:21 Road.
17:44:55:03>>And those are glorified
17:44:56:15 infill projects, are they not?
17:44:58:27>>And they are not really
17:45:00:12 catering to the average renter,
17:45:02:24 it’s the fairly wealthy renter.
17:45:05:18>>Townhouse and condo prices,
17:45:07:24 those are up slightly, huh?
17:45:09:27>>Slightly, not a lot of
17:45:11:06 movement on price in the last
17:45:12:15 few years — in the last few
17:45:14:21 months.
17:45:15:12 They are still up 12 months ago
17:45:17:00 but most of that increase was
17:45:19:00 quite a while ago now.
17:45:20:21>>That market always seems
17:45:23:15 relatively stable, doesn’t it?
17:45:26:18>>And we do have a stable
17:45:28:18 market.
17:45:29:27 Yes.
17:45:31:00 They are kind of relatively at
a
17:45:33:09 level which seems to be right
17:45:34:27 for this level of demand and
17:45:36:21 supply.
17:45:37:03>>Arizona’s overall economy,
17:45:38:15 we’ve done stories on how job
17:45:40:21 rebounding is not what it is
17:45:43:03 around the country.
17:45:43:24 How much of a factor?
17:45:46:03>>That’s also a factor.
17:45:47:12 If there was a lot of job growth
17:45:49:12 we would have people moving into
17:45:50:27 the state, particularly into
17:45:52:27 Maricopa and Phoenix.
17:45:54:18 One of the big things missing
is
17:45:57:12 Californians.
17:45:58:15 One in 10 of the homes bought
17:46:00:21 were Californians.
17:46:03:15 Now it’s only about three or 4%.
17:46:05:15>>Why is that?
17:46:06:27>>Well, I think that’s a hard
17:46:09:06 question to answer.
17:46:10:00 My particular viewpoint, and
17:46:13:12 there are many others, is that
17:46:15:03 from a Californian’s point of
17:46:16:27 view, when they look over the
17:46:18:12 border, the sort of thing that
17:46:19:21 concerns them is maybe we don’t
17:46:21:24 spend enough on education
17:46:23:12 compared with what they spend.
17:46:25:03 They like the idea of paying a
17:46:26:15 lot less tax but maybe not quite
17:46:28:18 as much less if they have more
17:46:31:24 education.
17:46:32:18 They have moved for their own
17:46:34:06 purposes but they are worried
17:46:35:09 about whether their children all
17:46:37:00 right disadvantaged.
17:46:39:00>>Interesting.
17:46:39:18>>They do get a lot more home
17:46:41:09 for that money so it’s very
17:46:43:00 appealing.
17:46:43:21>>>What do we look for for
17:46:48:27 things to be happening and
17:46:50:03 changing.
17:46:51:00>>Right now I’m looking at the
17:46:53:27 listings coming along, I track
17:46:56:00 that every day.
17:46:57:06 Are we seeing an upward trend
or
17:46:59:24 downward trend.
17:47:01:03 At the moment it’s very low.
17:47:03:00>>Doesn’t something usually
17:47:04:18 come around?
17:47:05:21>>Usually things starting to
17:47:07:12 arrive quite fast.
17:47:08:18 The hot months are when not many
17:47:11:09 people are out buying and
17:47:12:15 listings start accumulating.
17:47:14:15 At the moment that’s not
17:47:15:15 happening, it’s unusual.
17:47:17:00 That’s why I think we need to
17:47:18:15 sort of prepare ourselves, the
17:47:21:12 supply could be quite low again
17:47:23:03 next year.
17:47:23:21>>All right.
17:47:24:06 Interesting stuff, good to see
17:47:25:15 you again.
17:47:26:15>>Thank you very much.

17:48:32:21>>>Tonight our edition of
17:48:35:00 “Arizona Technology and
17:48:35:00 Innovation” takes a look at
17:48:37:27 alternative fuels.
17:48:40:00 ASU has been chosen to compete
17:48:41:24 in a four-year contest for
17:48:45:06 EcoCar-3.
17:48:46:12 Students are working to run a
17:48:47:24 Chevy Camaro on alternative
17:48:51:21 fuels.
17:48:52:09 Abdel Mayvas is the lead faculty
17:48:54:18 advisor for the ASU EcoCar-3
17:48:57:18 project.
17:48:58:09 Good to see you, thanks for
17:48:59:18 joining us.
17:49:00:03>>Thank you.
17:49:01:00>>EcoCar-3, what are we talking
17:49:02:03 about?
17:49:03:06>>Well, the ecocar is a
17:49:06:00 four-year program for the
17:49:09:03 engineering student program.
17:49:10:18 That builds on 26 years of a
17:49:12:27 proud history of affirmative
17:49:15:03 energy advance in technology.
17:49:17:09 It gives the opportunity for the
17:49:18:18 engineering students to be
17:49:20:12 exposed to unparalleled
17:49:23:03 experience, and deal with the
17:49:24:24 latest automotive technology.
17:49:27:00>>And again, you mentioned the
17:49:28:06 Department of Energy, General
17:49:29:18 Motors involved in this, as
17:49:31:12 well, correct?
17:49:32:15>>Yes, it’s a partnership
17:49:33:27 between the Department of Energy
17:49:35:03 and General Motors.
17:49:36:18 So it’s established by
17:49:38:03 Department of Energy, and
17:49:39:12 General Motors and managed by
17:49:41:15 the national library.
17:49:45:03>>Again, we’re talking about
an
17:49:46:15 alternative fuel Camaro.
17:49:48:24 Let’s define terms here.
17:49:51:18 What are alternative fuels?
17:49:53:12>>As dictated by the
17:49:55:03 organizers, the Department of
17:49:56:12 Energy and General Motors, we’re
17:49:59:03 allowed to use the type of B-20
17:50:01:00 and E-85.
17:50:02:09 We’re looking at electrification
17:50:04:03 for the Camaro.
17:50:10:27 It’s the iconic and muscle car,
17:50:15:12 the Camaro.
17:50:17:03>>What are we talking?
17:50:18:24 Is it a fuel cell?
17:50:20:00 What’s going on here?
17:50:21:21>>It’s an advanced and
17:50:23:03 alternative power train and the
17:50:25:03 electrification portion.
17:50:27:03 I don’t think — so it’s a fuel
17:50:28:00 cell.
17:50:31:03 Our sponsors support this type
17:50:34:03 of technology.
17:50:35:00 I mentioned the B-20 and the
17:50:37:18 E-85 ethanol are the two types
17:50:42:09 that we can incorporate into the
17:50:43:15 Camaro.
17:50:44:12>>And the sponsor does have to
17:50:46:09 approve?
17:50:47:06>>Oh, yes, subject to the
17:50:48:21 approval of the sponsors, of
17:50:50:03 course.
17:50:50:24>>It sounds to me, the first
17:50:52:09 year you’re designing prototype
17:50:54:15 for this thing, correct?
17:50:56:03>>It’s a four-year program,
17:50:59:03 it’s structured like that.
17:51:00:15 The first year the students will
17:51:01:27 do a virtual prototype and
17:51:04:06 design on how they will
17:51:05:27 reengineer the protection
17:51:07:24 vehicle, the Camaro, to
17:51:09:18 alternative power trains.
17:51:11:09 The second year tell do the
17:51:12:27 integration and design.
17:51:14:24 There will be more refining.
17:51:16:09 The fourth year will be just
17:51:18:21 finalizing the product.
17:51:20:00>>And indeed to a showroom
17:51:22:18 quality vehicle, I would
17:51:23:27 imagine.
17:51:24:15>>Exactly.
17:51:25:00>>Do you have to do marketing,
17:51:26:21 too?
17:51:27:09>>Yes.
17:51:27:21 So the participating uiversities
17:51:32:15 actually must have teams
17:51:36:27 spanning many engineering
17:51:38:18 disciplines, including
17:51:39:24 mechanical, electrical, control
17:51:41:27 and computer and software
17:51:44:12 engineering, as well as project
17:51:46:00 management, marketing and
17:51:47:06 communication, as well.
17:51:48:12>>You mentioned fuels that were
17:51:51:27 approved.
17:51:52:21 That’s already out there, what’s
17:51:54:06 new and approved, what can
17:51:56:09 change with this?
17:51:57:15>>This version of EcoCar-3,
17:52:01:18 since Ecocar-2, we had a version
17:52:07:09 called the EcoCar-3.
17:52:08:18 So let’s say actually through
17:52:10:03 that they add one additional
17:52:14:09 component this time, which is
17:52:15:12 the innovation.
17:52:17:00 In addition to the existing
17:52:18:15 technology of alternative fuels
17:52:19:27 and alternative power trains we
17:52:21:27 will have actually an innovation
17:52:25:03 part.
17:52:25:12 The team has to come up with an
17:52:27:24 innovation in their designs.
17:52:29:24>>And as far as that innovation
17:52:31:18 and design and what they are
17:52:32:27 coming up with, is the bottom
17:52:34:21 line — what is it?
17:52:36:18 Is it efficiency?
17:52:38:24 Is it miles per gallon?
17:52:42:15 How long it can go without a
17:52:44:09 charge?
17:52:44:21 What’s the goal here?
17:52:49:12>>Our Arizona State University
17:52:51:06 team will be challenged to
17:52:54:09 design and build a vehicle that,
17:52:56:00 when compared to the production
17:52:57:18 vehicle, the Camaro made by
17:52:59:18 General Motors, we reduce fuel
17:53:02:15 consumption, reduce the tailpipe
17:53:06:06 emissions, and greenhouse gas.
17:53:09:27 Demands of performance, utility
17:53:12:15 and safety, as well as meeting
17:53:14:24 the energy and environmental
17:53:16:03 criteria to consider cost and
17:53:20:27 innovation.
17:53:22:24>>Including Arizona State
17:53:23:09 University.
17:53:26:00>>Out of 100 Universities how
17:53:28:03 did ASU get in there?
17:53:30:15>>It is difficult to get
17:53:31:18 accepted into this program,
17:53:33:09 especially for brand-new teams
17:53:34:27 with no prior experience.
17:53:36:21 However, our team had an
17:53:38:18 overwhelming support as well as
17:53:42:21 the infrastructure to create top
17:53:44:24 notch automotive educational
17:53:46:18 program.
17:53:46:27>>And again, again, you’ve got
17:53:48:18 to have an engineering team a
17:53:50:15 project managing team, a
17:53:52:03 marketing team, as well.
17:53:53:06 There are a lot of teams out
17:53:54:15 there.
17:53:55:03>>The engineering is split into
17:53:58:00 five sub-teams.
17:53:59:24 Then the project engineers split
17:54:01:21 it into sub-teams and the
17:54:03:27 communication, the marketing.
17:54:06:06>>And housed and managed at the
17:54:09:00 polytechnic campus?
17:54:11:18>>Yes.
17:54:12:24>>Things are going on out there
17:54:14:09 and we try to talk about it a
17:54:16:00 little here, but some folks
17:54:18:00 aren’t aware.
17:54:19:00 ASU has a reputation for
17:54:22:21 automotive engineering, and it
17:54:24:27 sounds like it’s developing.
17:54:26:03>>I joined this school two
17:54:27:12 years ago as a junior faculty.
17:54:29:12 However, this is our portion at
17:54:32:15 Arizona state, the polytechnic
17:54:35:18 school in order to promote or
17:54:37:09 educational program.
17:54:39:03 And in order to build and gain
17:54:42:09 reputation as the top automotive
17:54:45:06 engineering program in the
17:54:46:00 region.
17:54:46:15>>And if you win, or even if
17:54:48:12 you don’t win, who goats keep
17:54:50:06 the car?
17:54:51:06>>Well, the schools can keep
17:54:52:27 the car for further research,
of
17:54:54:09 course.
17:54:54:24>>No one gets to drive away
17:54:56:06 saying I’m the king of the hill
17:54:58:06 here?
17:54:58:27>>No, of course not.
17:55:00:15>>Good luck.
17:55:00:27 The project begins August,
17:55:02:21 September?
17:55:03:21>>Starts in August and includes
17:55:05:27 2018, so it’s four years.
17:55:07:27>>All right.
17:55:08:21 Good luck to you.
17:55:09:12>>Thank you so much.
17:55:10:06>>Thank you.
17:55:10:24>>Thank you.
17:55:11:15>>>Thursday on “Arizona
17:55:12:09 Horizon” it’s another political
17:55:13:21 debate.
17:55:14:06 This one is featuring the four
17:55:16:03 Democrats running to succeed
17:55:17:15 Congressman Ed Pastor in
17:55:20:03 Congressional District 7, a
17:55:22:00 debate Thursday evening at 5:30
17:55:23:27 and 10:00, right here on

17:55:25:24 That is it for now, I’m Ted
17:55:27:24 Simons.
17:55:28:03 Thank you so much for joining
17:55:29:06 us, you have a great evening.
