  1. It would be interesting to see if the pros will offset the cons. This would be adding gambling addiction in with current problems of drug addiction and alcoholics. Also you can't forget about the high poverty rate, the crime rate with around a thousand arrest monthly with no adequate way to incarcerate that amount of people. There is also the fact that we don't incarcerate many criminals due to a rehabilitate not incarcerate, which releases career criminals over and over again. The police department would also need more funding for more officers and more equipment. Currently low priority gets low precedence and since more people would be trying to find more money to feed another addiction, what crimes get long hours of waiting. It must have been a big sales pitch to for exaggerated numbers 35% under a Vegas casino. I have doubts that one of Virginia's first casinos being located in Portsmouth would generate anywhere near the revenue of and established Las Vegas casino. Pawn shops and car title loan businesses will become more lucrative. What happens to property values and insurance rates? If this casino cannot offset the increased cost burden within the community it would bring, what's the backup plan.
