WHILE THE LIGHTS REMAIN ON, SHE SAYS SHE’S STILL OWED $30 MILLION. MAILMAN SAYS THERE’S A LOT OF DESIGN CHANGES DURING CONSTRUCTION. AND THOSE ARE CALLED CHANGE ORDERS. SHE SAYS USUALLY THE CHANGES ARE DEALT WITH EVERY MONTH. BUT THAT WASN’T THE CASE FOR THIS PROJECT. SO THEY WOULD SAY OKAY, LET’S TAKE ALL THE CHANGES THAT YOU HAVE FOR SIX OR EIGHT MONTHS AND WE’LL GIVE YOU 90 CENTS ON THE DOLLAR. OR WE’LL GIVE YOU 60 CENTS ON THE DOLLAR. AND SHE’S NOT ALONE. WE HAVE PROBABLY MORE THAN TWO DOZEN SUBCONTRACTORS WHO DID WORK ON THIS BUILDING AND FOR MANY OF THEM, IT’S THOUSANDS OF DOLLARS, FOR SOME IT’S TENS OF THOUSANDS OR HUNDREDS OF THOUSANDS. AND FOR OTHERS, IT’S MILLIONS OF DOLLARS. BUT ENCORE SAYS THEY’RE NOT TO BLAME. THEY’VE PAID ALL INVOICES PRESENTED BY OUR CONTRACTOR, SUFFOLK CONSTRUCTION. SUBCONTRACTORS WORK DIRECTLY WITH AND ARE PAID BY THE CONTRACTOR, NOT ENCORE BOSTON HARBOR, ENCORE BOSTON HARBOR HAS NO OUT STANDING INVOICES WITH SUFFOLK CONSTRUCTION. SUFFOLK SAYS THEY CONTINUE TO WORK DIRECTLY WITH ITS SUBCONTRACTORS TO RESOLVE ANY OUTSTANDING LEGITIMATE ISSUES, WE’RE OPTIMISTIC WE CAN ACHIEVE SATISFACTORY CONCLUSIONS TO CLOSE OUT A SUCCESSFUL PROJECT. THE MAYOR DOESN’T SHARE THE SAME OPTIMISM. I THINK THEY’LL TRY TO GIVE US PENNIES ON THE DOLLAR. A MAILMAN SAYS MOST SUBCONTRACTORS ARE AFRAID TO TALK ABOUT THE TOPIC.
